Our Departments

Human Resource Management and Administration Unit

Sabaragamuwa Provincial Directorate of Health Services has 181 health institutions. The administrative section maintains institutional affairs of all the institutions, including 7120 officials in 96 types of positions as well as four levels of services namely primary, secondary tertiary and senior. The recruitment, promotions, transfers, disciplinary actions, and dismissal of the staff is done by National or Provincial Public Service Commission (PSC) through Provincial Directorate of Health Services.

Part of the officials in the province is under the Central government and administered by National PSC and the other part is under the Sabaragamuwa Provincial Council and administered by Provincial PSC. Sabaragamuwa Provincial Director of Health Services is the Head of the Health Department. All the health activities conducted in the province under the Head of the Provincial Health Department while there are two Regional Directors of Health Services for Ratnapura and Kegalle districts.

Health Planning Unit

Planning is making decisions by forecasting and thinking about things that may happen in the future. In healthcare management we need to plan in order to have a clear understanding of what needs to be done and why we need to do it. Furthermore, it helps you to prioritize health problems so that limited resources are used for actions that will bring most benefit. .

In healthcare management there are two types of planning process. They are strategic planning and operational planning. Strategic planning is set at a higher level, while operational planning is done by people doing the frontline work. At provincial level, health planning process is an inter-linked chain of operational tasks that are to be implemented in priority basis.

Financial Management Unit

Financial management is one of the crucial aspects of provincial health management. It involves planning, organizing, directing and controlling the financial activities of and entity to achieve its financial objectives. In essence financial management aims to optimize patients care with minimum financial resource. It requires a comprehensive understanding of financial markets accounting principles economic factors and strategic management. .

Our main functions

1.Fulfillment of goods, work and service requirements arising in the provincial health department and carrying out related procurement activities without any gaps in supply chain management.

2. Provide necessary reports and documents requested by the Provincial Treasury, Line Ministry, and other government institutes

3. Timely responses to audit queries raised by the Provincial Internal Audit Department and National Audit Office and conduction of Audit & management Committee meetings.

Preparation & Submission of annual Financial Statements and Public Officer Advance accent and salary payment.

Overall Financial Management of the Department and coordination of District Office.

Engineering Unit

Engineering is a broad field that encompasses the application of scientific principals and mathematical methods to design, build and maintain structures, machines and devices. The Engineering unit of provincial directorate of health service Sabaragamuwa comprises different branches such as civil engineering, electrical engineering, mechanical engineering and biomedical engineering units. .

Our main functions

Design, build and maintain the infrastructure of health institutions

Repair and service of all biomedical equipment of all government healthcare institutions.

Calling for tenders for repair of biomedical equipment.

Provide Service Agreements

Provincial Training Center, Sabaragamuwa.

The training center is conducting trainings and involving capacity building of needed staff throughout the Sri Lanka including health staff of the Ratnapura and Kegalle districts. It was established on 2nd November 2005 at the premises of Regional Director of Health Services office – Ratnapura. Currently ground works are underway to establish a new training center with modern facilities and distance training center. Capacity building is the process by which individuals and organizations obtain, improve, and retain the skills and knowledge needed to do their jobs competently or to a greater capacity to obtain better results. .
